We rank plants almost entirely by damage per second, because in this game defense is damage: a lane that dies fast never threatens your base. Cost and availability act as tiebreakers, so a shop plant edges out an event exclusive at similar DPS. Are the S tier plants worth their price?

Yes, and the math is not close. A Secret like Starfruit costs hundreds of millions but deals thousands of times the damage of shop starters, so one S tier plant replaces an entire row of cheap ones.

Which plants should I buy first as a new player?

Grab Strawberry and Cactus only because you have to, then push toward Eggplant and Watermelon, and save aggressively for your first Secret. Skipping mid tier upgrades you do not need is the fastest route to Brussel Sprouts.
